Workers’ Emergency Aid Fund

Egypt’s Workers’ Emergency Aid Fund operates under Law No. 156 of 2002 to provide financial assistance to workers whose wages stop because their workplaces close fully or partially due to economic circumstances.

Article 2 outlines five main responsibilities: developing policies to address business closures and reduced production, coordinating with relevant labor authorities, reviewing assistance applications, determining payment conditions under the executive regulations, and maintaining a database of the fund’s activities.

Under Article 3, the fund’s resources include a 1% contribution calculated on the basic wages of workers at eligible public-sector, public business-sector, and private-sector establishments employing at least 30 workers, subject to the applicable regulations. Other resources include accepted donations, court-imposed fines for violations of the law, and investment returns.

The fund maintains a dedicated bank account, prepares annual financial statements, and is subject to oversight by Egypt’s Central Auditing Organization.
