Civil Service Law on Transfers
Egypt’s Civil Service Law No. 81 of 2016 establishes rules for the transfer and temporary assignment of employees in the state administrative apparatus.
Under Article 32, an employee may be temporarily assigned to another position at the same job level or one level higher, subject to the approval of the competent authority and the needs of the original workplace.
Assignment outside the employee’s administrative unit generally requires the employee’s request. The assignment period may not exceed four years, subject to the law and its executive regulations.
The law also regulates transfers between administrative units. Transfers must comply with promotion-related safeguards or be based on the employee’s request. Transfers of employees holding leadership positions outside their units require a decision by the Prime Minister. Employees may not be transferred to positions at a lower level than their original positions.
These provisions establish the legal framework governing employee mobility within Egypt’s state administrative apparatus.
